Copying a Permission Group should copy all its permissions

I've created 2 new permission groups.  How can we update all our Export lists to include the new groups? I started updating every single export, manually, but I feel there must be a better way. 
 
When a permissions group is copied, all its permissions should be copied, including items like “Field Categories” and “Export lists”.
