Locking a Group created by another user Merged

When I lock a group that was created by another user, the only person that can then unlock the group is the user who created the group. I would like to request that as the person who locked the group, I should be able to unlock/edit.

    This wasn't really meant to be a feature request so much as alerting EMP Support to an issue where the behavior doesn't match the wording of the existing function.
