When a form is resubmitted, the success message pops up for a brief moment, but then goes away after a few seconds. We are worried our students may not be able to see this right away and not believe the form was actually submitted.

Are you talking specifically about SEM forms? For custom forms, this is avoidable by unchecking the "refresh page" link. I'm not sure if EMP Support can program in an intentional delay between the submission message and the refresh if it's triggered by the button click.
