Right now the group builder can basically pull Current or Empirical stages (to use the Funnel Chart terminology.) We don't have an easy way to pull "Inferred" stages. Basically, we would want to pull students who were at "X stage OR HIGHER" as-of a certain date. For example, some students apply directly and skip the "Prospect" and "Inquiry" stages; we would want them included in a single group of Inquiry+ to see who we had this time, last year.

This is a repeat of feature request EMP1-I-757. I don't know why it was marked as "Shipped." 2 months ago I submitted ticket #7933 to ask why the status was changed but didn't receive a response.
