Freeze the header and navigation bar on the top of the PURL so it is always available as students scroll through the information.

Thanks for the idea! Certainly having a "sticky" navigation is quite common today on many mobile experiences, but is much rarer on the desktop. Are you envisioning this for the mobile view only, or for both?
