EMP Support will not be able to add this because there would be no way to select the form when manually entering a student. Here is a workaround you should be able to use:
Create an Asset category and at least one value for each form you wish to use. You also need to create an option to use for assigning via manual creation (such as "Unknown" or "Unused" or "Manual Creation").
On each form, add the field for the asset you created.
On the field, choose the value you wish to assign for that form, and check the boxes for "Set Default Value" and "Hide Field".
Save the form(s).
Set the rep assignment criteria to use that asset value to the desired rep.
NOTE: If a student comes to the SEM form and enters an email recognized by EMP, they'll be redirected
Additional workaround to adjust for that would be to set up a group action looking for a group of students with that SEM form as a source but without the intended asset field value and assigning them to the desired rep that way.
