I understand the philosophy of not wanting to confuse the system with another inquiry/SEM form submission, but if a student finds an SEM form and fills it out, I think it would be better to autofill the rest of the form if the email address is recognized, or better yet, let them put in new information to save to their record. On submission, taking them to the existing PURL because of the recognized email address is fine.
