Liaison EMP

I know why county is being required on manual student entry forms for schools that have counties in their rep assignments, but I would like to request that we un-require that field at very least, as it does not work properly (they have to type in the counties the exact way we have them in EMP). We have accounted for this in rep assignments by having the county as the first rep filter and the following rep filter would be zip codes in that county, that way if the student doesn't have a county they will still have a very high likelihood of getting the correct rep based on zip code (it is not perfect due to zips that fall in multiple counties). I don't believe anyone will want county required on the manual entry. Thanks.
